Up to 10 months to remove capsized cruise ship (AP)
GIGLIO, Italy ? The cruise ship that capsized off Italy's coast will take up to 10 months to remove, officials said Sunday, as rough seas off the Tuscan coast forced the suspension of recovery operations.
Officials called off both the start of operations to remove of 500,000 gallons of fuel and the search for people still missing after determining the Costa Concordia had moved four centimeters (an inch and a half) over six hours, coupled with waves of more than one meter (three feet).
A 17th body, identified as Peruvian crew member Erika Soria Molina, was found Saturday. Sixteen crew and passengers remain listed as missing, with one body recovered from the ship not yet identified.
Officials have virtually ruled out finding anyone alive more than two weeks after the Costa Concordia hit a reef, but were reluctant to give a final death toll for the Jan. 13 disaster. The crash happened when the captain deviated from his planned route, creating a huge gash that capsized the ship. More than 4,200 people were on board.
"Our first goal was to find people alive," Franco Gabrielli, the national civil protection official in charge of the operation, told a daily briefing. "Now we have a single, big goal, and that is that this does not translate into an environmental disaster."
University of Florence professor Riccardo Fanti said the ship's movements could either be caused by the ship settling on its own weight, slipping deeper into the seabed, or both. He also could not rule out the ship's sliding along the seabed.
Gabrielli noted that the body of a man recovered from the ship remains unidentified, despite efforts to obtain DNA samples from all of the missing, meaning that officials cannot preclude that the deceased is someone unknown to authorities. Costa has said that it runs strict procedures that would preclude the presence of any unregistered passengers.
Experts have said it would take 28 days to remove fuel from 15 tanks accounting for more than 80 percent of all fuel on board the ship. The next job would be to target the engine room, which contains nearly 350 cubic meters of diesel, fuel and other lubricants, Gabrielli said.
Only once the fuel is removed can work begin on removing the ship, either floating it in one piece or cutting it up and towing it away as a wreck. Costa has begun the process for taking bids for the recovery operation, a process that will take two months.
Gabrielli said the actual removal will take from seven to 10 months ? meaning that the wreck will be visible from the coast of the island of Giglio for the entire summer tourism season.
Residents of Giglio have been circulating a petition to demand that officials provide more information on how the full-scale operations can coexist with the important tourism season. At the moment, access to the port for private boats has been banned and all boats must stay at least one mile (1.6 kilometers) from the wrecked ship, affecting access to Giglio's only harbor for fishermen, scuba divers and private boat owners.
"We are really sorry, we would have preferred to save them all. But now other needs and other problems arise," said Franca Melils, a local business owner who is promoting a petition for the tourist season. "It's about us, who work and make a living exclusively from tourism. We don't have factories, we don't have anything else."

Britain sticks to 2014 Afghan troop pullout goal (Reuters)
LONDON (Reuters) ? British Prime Minister David Cameron said Saturday he was sticking to an end-2014 deadline for withdrawing British combat troops from Afghanistan despite French proposals to speed up NATO's handover of security to Afghan forces.
President Nicolas Sarkozy said Friday French troops would leave Afghanistan at the end of 2013 and Paris would propose to NATO that all foreign combat operations in Afghanistan should be handed over next year, a year earlier than the alliance plans.
Cameron cautioned other NATO members that the rate of withdrawal of foreign troops must depend on Afghan security forces being ready to take charge of security.
"We ... want to have a long-term relationship with Afghanistan, long after our combat troops come home, and that will happen at the end of 2014," Cameron said during talks with Afghan President Hamid Karzai at the prime minister's country residence Chequers outside London.
Paris has 3,600 troops in Afghanistan as part of the 130,000-strong NATO-led force, while Britain has some 9,500.
"Obviously, between now and 2014 there will be opportunities for different countries to reduce their troop numbers. Britain has reduced our troop numbers over the last year," Cameron said.
He said he did not want to see troops numbers falling off a "cliff edge" in 2014 with all remaining troops leaving at once.
"But clearly, between now and 2014, the rate at which we can reduce our troops will depend on the transition to Afghan control in the different parts of Afghanistan and that should be the same for all of the members of NATO who are all contributing and helping to a strong, stable and peaceful Afghanistan, which is in all our interests," Cameron said.
His words appeared to reflect concern expressed by some commentators that there could be a "rush for the exits" by Western forces from Afghanistan as their voters grow disillusioned at the cost in lives and money of the decade-long Afghan campaign.
Karzai and Cameron signed a partnership agreement setting out how their countries will work together after British combat troops leave Afghanistan.
Karzai had been due to visit Britain last month, immediately after the Bonn conference on the future of Afghanistan, but cancelled the trip to return home after scores of people were killed in a wave of sectarian bomb attacks.
On the eve of Karzai's visit, Britain's Ministry of Defense announced that a British soldier had been shot dead while on foot patrol in Helmand province Friday, bringing to 397 the number of Britons killed in Afghanistan since October 2001.
Cameron, who visited British troops in Afghanistan last month, plans to leave some British troops behind to train their Afghan counterparts after they end combat operations.
Cameron has committed Britain to pulling out 500 soldiers this year but has not yet set out a timetable for further withdrawals.

Starbucks 1Q profit up 10 percent on strong sales
PORTLAND, Ore. (AP) ? Starbucks Corp. reported its biggest quarterly revenue gain since the recession began, but investors worried after the company issued a modest forecast for the year.
The Seattle-based coffee company reported on Thursday after the stock markets closed that fiscal first-quarter revenue grew 16 percent ? the largest quarterly gain since 2007. It attracted new customers by adding stores in China and Morocco, upgrading locations in the U.S. and rolling out single-serve coffee and other new items at grocery stores.
"Starbucks is firing on all cylinders and taking full advantage of the many global opportunities that lie ahead," CEO Howard Schultz said in a statement.
Profit rose 10 percent to $382.1 million, or 50 cents per share, for the quarter that ended Jan. 1. That's up from $346.6 million, or 45 cents per share, in the same quarter last year. Revenue increased to $3.44 billion with growth from all its business lines.
Results beat the 49 cents per share on revenue of $3.29 billion that analysts expected, according to FactSet.
Starbucks said revenue from its stores open at least a year ? an important measure because it strips away the impact of recently opened or closed stores ? increased 9 percent as more customers visited its cafes and spent more each trip. It was the company's most successful holiday season ever, with customers buying more peppermint mochas, gingerbread lattes and Starbucks gift cards.
Starbucks also benefited from the addition of 241 new stores during the quarter. It now operates 17,244 stores worldwide, with plans to open another 800 in the coming year.
Additionally, Starbucks delivered major gains in its consumer products business, which sells its new single-serve coffee products, Via instant coffee, Starbucks ice cream and other items for sale in grocery stores and other retailers. Revenue from this segment increased 72 percent and Starbucks expects the business to continue to grow.
The solid quarterly performance was followed by a full-year forecast that was slightly below Wall Street expectations as Starbucks acknowledged that it continues to struggle with higher costs for coffee beans, dairy products and other ingredients it needs.
Starbucks said these costs were $105 million higher for the quarter than this time last year, sending its operating margins down from 17 percent to 16.2 percent for the quarter. Starbucks said commodity costs will add up to $230 million in costs for the full fiscal year but it anticipates the pressure will lesson in the second-half of the year.
Starbucks nudged up the lower-end of its earnings guidance. It now expects to earn $1.78 to $1.82 per share for the full year, up from prior guidance of $1.75 to $1.82 for the year. But it falls just short of analyst expectations of $1.83 per share, according to FactSet.
Jack Russo, an analyst with Edward Jones, said the modest outlook and lower margins drove some investors away in after-hours trading. On the news, the company's shares fell 54 cents to $47.80 after the markets closed.
Starbucks remains a strong growth company, Russo said, but the stock is already rich. It has hovered near record highs this week. Its shares have traded between $30.75 and $48.39 in the past 52 weeks.

Insurgent bombing in central Iraq kills 10 people (AP)
BAGHDAD ? Insurgents bombed a house belonging to two policemen and their families in central Iraq early on Thursday, killing 10 people inside in the latest brazen attack since the U.S. troop withdrawal, officials said.
The house where the two policemen brothers lived was located in the Hamia area, about 31 miles (50 kilometers) south of Baghdad, a police officer said. It was leveled when insurgents detonated bombs they had planted around it at 1:00 a.m.
Both policemen, two children under one years of age and four women were among the dead, he added. A doctor at a nearby hospital confirmed the causality figure. Both officials spoke on condition of anonymity as they were not authorized to release information.
Also Thursday, a motorcycle bomb missed a passing police patrol in the northern city of Kirkuk, but killed two civilians and wounded five others, the city's police commander Brig. Gen. Sarhad Qadir said.
Many Iraqis fear Iraqi security forces will not be able to protect the country on their own after the American pullout, and that it risks descending into chaos resembling the years following the 2003 U.S.-led invasion.
Since the U.S. completed its pullout last month, militant groups ? mainly al-Qaida in Iraq ? have stepped up attacks on the country's majority Shiites and American-backed government institutions. More than 170 people have been killed in violence since the beginning of the year.
In an audio message aired on Wednesday, a spokesman for al-Qaida's Islamic State of Iraq who identified himself as Abu Mohammed al-Adnani said that even as the U.S. troops left Iraq, "our army still exists and is increasing day after the other."
Al-Qaida was one of the main U.S. enemies in Iraq. It was behind some of the deadliest attacks on U.S. soldiers, Iraqi security forces and American-backed government institutions.
Al-Adnani claimed the U.S. pulled its troops out of Iraq because its economy is collapsing and it needed to save money. Meanwhile, he said his holy warriors, or the "mujahedeen have the lead " and can "attack and appear whenever we want to."

Europe faces malaise and must reform, World Bank says (Reuters)
BRUSSELS (Reuters) ? Europe has little chance of making a strong economic recovery even if an impending recession proves mild and faces weak growth for the foreseeable future, burdened by debt that may not reach manageable levels until 2030, the World Bank said on Tuesday.
Only major reforms in governments and working habits will save Europe from a spiral where an ageing, shrinking workforce, high debt and unaffordable public spending strangles its future, the bank said.
"Strong growth could make debt problems fade, yet the prospects for a strong rebound are feeble," the bank said in a report, predicting weak economic output until 2016 as households and governments cut debt and investors remain wary.
The euro zone sovereign debt crisis has left Europe dealing with a crisis of confidence that looks likely to push the continent into recession in early 2012, just as it was recovering from the 2008/2009 financial slump.
The European Union is focusing on cutting fiscal deficits to regain investor confidence and avoid another crisis, but the World Bank said that task remains huge, forecasting that Western Europe is unlikely to reach pre-crisis public debt levels of 60 percent of gross domestic product (GDP) until 2030.
For the 17 nations in the euro, only Estonia, Finland, Luxembourg, Slovakia and Slovenia will be below that level -- the EU's limit -- in 2012, according to EU data.
With the European economy slipping into a recession again, the EU faces a difficult dilemma in promoting growth and cutting debt, while confronting a growing productivity gap between the wealthy north and the poorer south and east.
"The crisis won't be solved without growth," Philippe Le Houerou, the World Bank's vice president for Europe and Central Asia, said in presenting the report in Brussels.
Europe's governments will have to become smaller or more efficient, the report said, noting that a 10 percentage point increase in government size cuts the long-term growth rate of advanced European economies by about a third.
But ahead of an EU leaders summit on growth next week in Brussels, the World Bank also said that the region - long the envy of the world for its high living standards - needs a new "social consensus" to address even bigger issues.
Over the next 50 years, Europe's labor force is set to decline by 50 million people, which could threaten its ability to grow its economy at sustainable rates, and immigration, a difficult issue for Europeans at a time of high unemployment, must help to swell the workforce.
"Ageing not only undermines growth but also makes it hard to improve public finances," the report said. "Ageing is a direct cost ... especially for pensions and health."
Western Europe's pensions are more generous than the rest of the world, but pension benefits cannot keep up with workers' incomes and Europe needs to encourage people to work longer and find ways to penalize early retirement, the bank said.
By 2007, French men drew pensions for 15 years longer than in 1965 and Polish men more than a dozen, the report said.

As Europeans work less, retire earlier and earn higher wages, productivity in Europe compared to the United States and Japan has also fallen sharply since the mid-1990s, with outdated infrastructure and machinery also playing a role.
"To be competitive, productivity should have grown by about 3 to 4 percent each year during the 2000s," the bank said. "Instead, it fell by about 1 percent each year."
In a sign that EU-mandated austerity will not on its own save Europe, governments and companies need to address a "productivity divide" between more advanced economies like Germany and Belgium and southern economies with declining productivity.
Too much focus on the construction industry and a lack of global companies that can attract foreign direct investment, combined with bureaucracy that stifles innovation, are much to blame for southern Europe's laggard status, the report said.
Between 2002 and 2008, productivity in Italy, Spain, Portugal and Greece fell markedly, while it rose across the rest of northern and eastern Europe.
In an all-too-common story in Italy and Greece, businesses that have been operating for more than 40 years prefer to remain small and family-run, rather than try to deal with costly government red tape and grow into successful global firms.
"Do you know what I would have to deal with if my business were to employ 40 people?" asked an Italian businessmen with half a dozen employees interviewed in the report. "I would have to spend days running after inspectors," the businessman said.

Trial set for US mom who returned Russian boy
SHELBYVILLE, Tennessee (AP) ? A March trial has been scheduled in a child support lawsuit against an American woman who sent her adopted son back to Russia by himself with a note saying she didn't want to be his mother anymore.
The adoptive mother, Torry Hansen, is being sued by her adoption agency, World Association for Children and Parents, for child support. Hansen was living in Shelbyville in April 2010 when she sent the boy, then 7, back to Moscow with a note stating she couldn't handle his psychological problems.
Trial is scheduled for March 27 in Shelbyville's circuit court, Judge F. Lee Russell's office said.
Hansen has not been criminally charged. The incident drew international attention and prompted new adoption agreements between the U.S. and Russia.

Marine's Iraq killings trial resumes in California (AP)
CAMP PENDLETON, Calif. ? A major war crimes trial resumed Friday with the prosecution showing outtakes of a 2007 "60 Minutes" interview in which a Marine squad leader charged with killing unarmed Iraqis says he was trained to "positively identify your target before you shoot to kill."
Staff Sgt. Frank Wuterich went on to say that he also understood before going into the town of Haditha in 2005 that it was a dangerous place. Twenty-three Marines in the battalion before him were killed and 36 were wounded, the most casualties that any company had suffered in the war at that time.
Wuterich, 31, is the last defendant in the biggest criminal case to emerge from the Iraq war. He was charged with nine counts of voluntary manslaughter after his squad killed 24 unarmed Iraqis ? including women and children ? during a series of raids on homes after a roadside bomb killed a Marine and wounded two others.
Lt. Col. David Jones convened the court after he excused jurors early Wednesday and told lawyers to explore options, fueling speculation a plea deal was in the works.
On Friday, Jones advised the all-Marine jurors at Camp Pendleton not to speculate on the reasons for the delay in the proceedings. Lawyers did not respond to repeated inquiries asking if there was talk of a plea deal.
"There were some negotiations going on and some other legal issues," Jones told the court before jurors entered. He did not elaborate and told jurors simply there were "some legal issues that needed to be taken care of."
Jurors have been tasked with trying to decipher whether Wuterich acted appropriately as a squad leader that fateful Nov. 19, 2005, day: Did he protect his Marines after a bomb exploded, or did he go on an angry rampage, disregarding combat rules and leading his men to indiscriminately kill Iraqis?
The jury was to spend much of the day watching three hours of Wuterich's "60 Minutes" interview. It has been a contentious issue in the case. Legal wrangling between the defense and prosecution over the video, including unaired outtakes, delayed the case from going to trial for years. Prosecutors later won their right to use it and told jurors Friday it is a key part of their case.
In the interview, Wuterich talked about joining the Marine Corps at the age of 17 and how he chose to go to Iraq after he re-enlisted because he said he "wouldn't have felt complete as a Marine" if he didn't have combat experience.
Before leading his squad into Haditha, Wuterich said he had been taught the rules of combat and even had instructed young Marines heading to Iraq and Afghanistan. "The biggest thing," he said, was positive identification.
"We had several briefs on that before we went," he said.
At the same time, he said he understood when Marines come under attack to do whatever is needed to eliminate the threat and protect his men.
"You don't want to be an easy target," he said.
Prosecutors have argued Wuterich lost control of himself after seeing his friend blown apart by the bomb.
Wuterich, of Meriden, Conn., is one of eight Marines initially charged. None has been convicted. Wuterich has said he regretted the loss of civilian lives but believed he was following the rules of engagement. Defense attorneys have said he did the best he could in the fog of war.
Wuterich said in the interview that immediately after the explosion, his mind went into another place and his training kicked in.
"I didn't have any emotion at that point," he said. "I was essentially like a machine."
Wuterich described seeing parts of a Marine Corps Humvee rain down from the sky. He said he fired on five Iraqi men outside a car near the bombsite because the car was the "only thing there," the men started to run, and he feared it was a car bomb or they had triggered the roadside explosion. After that, he and the squad stormed nearby homes.
One of his squad mates took the stand Friday. Sgt. Humberto Mendoza told jurors that after he helped remove the bodies of women and children who were riddled with bullets in a back bedroom of one of the homes, he felt himself questioning "things" that 2005 night.

After immigration crackdown, farmers mull planting
ATLANTA (AP) ? It's unclear whether farmers in Georgia and Alabama will face a shortage of workers due to tough new laws targeting illegal immigration, but some producers said they have begun changing their plans for planting and harvesting this year's crops.
Some farmers said they might reduce the number of acres they plant or shift to less labor-intensive crops, while others are bracing for higher labor prices and have turned to new recruiting tools to attract workers.
"We're expecting some shifts, but it's a bit too early to tell," said Charles Hall, executive director of the Georgia Fruit and Vegetable Growers Association.
Georgia and Alabama have approved laws that have tough enforcement provisions that farmers say are scaring migrant workers away from the states.
Since the laws were approved last year, farmers in both states have reported labor shortages because migrant workers aren't showing up and they say they can't find other workers to fill the jobs. Farmers and state officials have said that some produce was left to rot in the field last year because there weren't enough workers to help with the harvest.
Farmers have claimed not enough U.S. citizens want the jobs, but some said the issue is actually that producers won't offer a high enough wage to attract legal workers.
Brett Hall, Alabama's deputy agriculture commissioner, said nurseries across south Alabama are trying to find workers to fill about 2,000 jobs ahead of the spring growing season. Many nursery growers are staffing job fairs in hopes of attracting employees, he said.
Other growers aren't ordering seeds or new equipment because they anticipate a labor shortage, he said.
"Before this law, migrant workers would just show up. They knew when they were needed," Hall said. "That's not happening anymore."
In Georgia, some growers of the state's famed Vidalia onions are planting fewer acres of the labor-intensive crop, which could lead to a roughly 10 percent drop in production, said Bob Stafford, director of the Vidalia Onion Business Council.
Stafford said it's unclear if the smaller crop will mean consumers will pay more for the prized sweet onions because prices are dependent on many factors, including the weather and fuel costs.
Aries Haygood, chairman of the Vidalia Onion Committee, said he has reduced planting by about 15 percent at his farm near Lyons, Ga., because of labor concerns and other factors.
Haygood and some other farmers in both states are using a federal guest worker program, known as H-2A, which lets farmers bring in an unlimited number of temporary agriculture workers.
But some complain it's too expensive and doesn't allow enough flexibility.
Haygood said it's also tough to get the timing just right and sometimes his workers' visas run out before the end of the harvest.
Some members of Georgia's congressional delegation have proposed changes to the H-2A program, notably allowing farmers to provide workers with vouchers to obtain housing nearby rather than being required to provide on-site housing.
Dawson Morton, a lawyer with the Georgia Legal Services Program, dismissed complaints about the guest worker program, arguing the real issue is farmers don't want to pay a legal wage or provide basic housing.
"The H-2A conditions are hardly extravagant," Morton said. "They're so modest that most Americans aren't willing to accept them."
Morton noted that a report by Georgia Agriculture Commissioner Gary Black showed that some farmers believe legal workers are more expensive and won't work as hard.
"Gary Black's report shows that there is an attempt by agriculture to shape policy to get themselves as cheap a labor force as possible," Morton said. "This doesn't look like an industry that's interested in complying with the law or that's interested in paying a legal wage."
Two of the biggest Vidalia farmers, Delbert Bland and R.T. Stanley, said they don't plan to reduce their crops.
Bland has used the federal guest worker program for years, and Stanley said he would likely request a crew of guest workers to supplement his other workers during the height of the harvest.
"I'm getting them planted all right," Stanley said. "But when it gets to be time to harvest them in April or May, I'm concerned."
Rather than reducing acreage, Kent Hamilton, who has vegetable farms near Tifton, Ga., plans to increase his sweet corn, cucumber and bell pepper crops by 15 percent because he thinks other growers will plant less.
Hamilton has used the federal guest worker program for years. He generally brings in about 400 temporary foreign workers but is building more housing to accommodate 515 this year.
Darvin Eason farms blackberries, cotton and peanuts in Lenox, deep in south Georgia.
Cotton and peanuts can be harvested mechanically, but blackberries must be picked by hand, requiring a lot of workers for a period of several weeks.
"If you don't pick them every day, you lose some. They start to fall on the ground," he said.
A relatively small-scale farmer, Eason's 4 acres of bushes produce about 50,000 pounds of berries a year. But having made a hefty investment in the bushes, he can't easily reduce his harvest this year. His labor contractor has already told him he'll likely have to pay higher wages this year because it's going to be tougher to find workers.

Kraft raises an interesting point about the turnover of NFL rosters these days: Belichick is going for his fourth Super Bowl ring, which would tie him with Noll for the most ever, but Noll did it with the Steelers at a time when franchises could keep the nucleus of a great team together for a decade. The Patriots have only three players on this year?s roster ? Tom Brady, Kevin Faulk and Matt Light ? who were with the Patriots when they won the first Super Bowl under Belichick.
In fact, what Belichick has done in building the Patriots dynasty at a time when there really aren?t dynasties in the NFL is so different than what any of those great coaches of the past did that it?s hard to even compare them. But Kraft has a good point when he suggests that Belichick?s achievement surpasses them all, because it comes at a time when it?s harder to build a dynasty than it ever has been before.
?I think we?re privileged to have him as a head coach,? Kraft said. ?I think he has done an outstanding job.?
And if he earns another Super Bowl ring this year, he may have done the most outstanding job that any coach has ever done.

SEATTLE -- A day after a major Pacific storm covered Washington state in snow, the Seattle area?on Thursday dealt with?a new menace: an ice storm that shut down the airport and toppled trees --?cutting power to some 200,000 homes and businesses, cutting off roads and taking the life of a man on his ATV.
Some commuters gingerly tried to make it to work as a freezing rain iced over roads, but others stayed home.
Several major roads were cut off by fallen trees weighed down by ice and snow.?Near Issaquah, a suburb east of Seattle, a man on his ATV was?killed by a falling tree, NBC affiliate KING5.com reported.
Gov. Christine Gregoire declared a state of emergency by late morning, a move that would allow her to deploy National Guard troops if needed.
The National Weather Service used the Emergency Alert System to break into Thursday morning broadcasts with an ice storm warning until noon for the Seattle area and southwest Washington. That was later extended to 2 p.m.
A mix of snow and ice was expected Thursday afternoon and overnight before warmer temperatures bring rain and the possibility of flooding.

Downed trees also led to the outages, and many customers?might not see power back for days.
"We think it will be 3 to 4 days ? maybe longer," Puget Sound Energy said on its Facebook page, adding that it was dealing with 500 outage locations.
Sea-Tac Airport closed early Thursday so that its three runways could be de-iced.?Two runways had reopened by midday, but many airlines reported flight cancellations.
Lines hundreds of people long snaked around nearly every ticket counter, with many passengers on their cell phones as they tried furiously to rebook their flights. Reader-boards showed the vast majority of flights canceled or delayed.
At Snoqualmie Pass just east of Seattle, Interstate 90 closed Thursday morning for avalanche control.
Freezing rain and ice pellets caused numerous accidents in the Seattle area, where drivers are mostly inexperienced with driving in snow or ice. The last widespread freezing rain in Seattle was in December 1996, said meteorologist Jeff Michalski at the Weather Service office in Seattle.
On Wednesday, downtown Seattle saw two inches of snow but Olympia, the state capital, got 11 inches and other areas were also in double digits.
The Washington State Patrol said it responded to more than 700 accidents on Wednesday.
It may not have been the disaster some were predicting, but the winter storm shut down much of the region. NBC's Miguel Almaguer reports.
Thursday's forecast was for a mix of snow and rain, and the Weather Service warned that urban and small stream flooding was possible Friday, when another, albeit milder,?storm was expected to hit the state. Rain and temperatures in the 40s would start melting snow on the ground.

The National Weather Service also issued flood warnings for several Oregon rivers and several roads were closed because of flooding in Salem and nearby Turner and Scio.
Authorities called for voluntary evacuations of the town of Mapleton, Ore., which has about 1,000 residents, and some nearby areas because roads are expected to flood.

AFL-CIO launches new ad campaign
WASHINGTON (AP) ? The AFL-CIO on Tuesday launched a new advertising campaign to promote unions as a voice for all working people, a move that comes amid declining membership and growing hostility to organized labor in a number of states.
The effort began with television ads airing in Pittsburgh and Austin, Texas, and will expand to Portland, Ore., and other cities in the coming months, officials said. The initial cost of the campaign is $1.5 million, but that is expected to increase as more cities are targeted.
AFL-CIO officials say the ads use a fresh approach to highlight what unions stand for at a time of growing debate over income inequality. The ads come as states like Wisconsin and Ohio have moved to curb the bargaining rights of public employee unions and taken other measures that could weaken the clout of the labor movement.
"This campaign showcases the values that America's unions share with all working people: hard work, quality work, and how every one of us is connected," said AFL-CIO Secretary-Treasurer Liz Shuler.
The 30- and 60-second ads feature workers such as firefighters, nurses and miners with a voiceover saying, "Work doesn't separate. It's what binds us together. I teach your kid, you fix my car, he builds my city, she keeps it safe. Work is what connects us."
It is the first time since 1997 that the AFL-CIO has spent heavily on a national campaign to raise the image of unions. Back then, unions represented about 14 percent of American workers, down from 20 percent in the early 1980s.
The most recent numbers show unions now make up only 11.9 percent of all workers, and just 6.9 percent of private sector employees. And unions have increasingly been on the defensive as some states ? seeking to trim budget deficits and lure new businesses ? take on both public and private unions. Republicans in Indiana, for example, are pushing to make the state the first in more than a decade to ban labor contracts that require employees to pay union fees.
Nelson Lichtenstein, a labor historian at the University of California, Santa Barbara, said the 11-million-member labor federation is trying to become a greater part of the conversation that has been dominated by the Occupy Wall Street movement.
"The trade union movement was effective in reducing inequality and boosting the middle class, but unions have not really benefited from all the public discourse this time around," he said.

Cyprus air traffic controllers strike over wages (AP)
NICOSIA, Cyprus ? Air traffic controllers in Cyprus walked off the job for four hours on Wednesday to protest a two-year government worker wage freeze and other deficit-reduction measures.
The latest strike action on the island nation comes in the wake of last month's package of cost cuts and tax increases, which are intended to boost investor confidence. Cyprus is struggling to convince investors it has a strategy to deal with its problems and its credit rating was cut last week to junk status by the Standard & Poor's ratings agency largely because of the country's sizable financial sector's heavy exposure to Greek debt.
Airport spokesman Adamos Aspris said the stoppage between 1300 and 1700 local time affected more than 5,000 passengers on 38 flights to and from the island's two airports.
The Air Traffic Controllers' Union President Giorgos Georgiou defended the action, arguing that his members have been unfairly grouped with other government workers.
Since air traffic controllers' salaries come from levies airlines pay the government to use Cyprus-controlled airspace, they should be exempt from austerity measures aimed at reducing public sector costs that take up to a third of all government spending, he said.
Georgiou said the government's measures, that also include lower overtime pay and higher contribution to social insurance, would shrink controllers' take home pay by up to 40 percent, and rejected criticism that the union is holding the economy hostage.
Communications Minister Efthymios Flourentzou said he wants arbitrators to adjudicate the dispute.
The Cyprus Federation of Employers and Industrialists in a statement urged the government to consider privatizing air traffic control services.
Air traffic controllers staged a 12-hour strike last month to protest the measures. Another four-hour work stoppage is planned for next week.
Largely unable to borrow from international markets, the island is relying on a euro4.5 billion ($5.8 billion), low-interest Russian loan to meet its financial needs for this year.
